First use the magnetic lasso to outline the eyes. Turn on feathering. Then flip the select to inverse so that everything except the eyes is outlined. Then set the color saturation down to zero, making a black and white image. Now flip the selection so that only the eyes are selected. Now work on the color of those eyes leaving them natural green or increasing the green intensity to make them really standout. Deselect and your image is now BW with bright green eyes in this example.

Same procedure works for any other part that is to remain colored while the rest is BW

umm well use the lasso tools to select an eye and then hold the CTRL key down to add more to the selection and select the other eye, and then release.....then hit CTRL+SHIFT+I to invert the selection so that everything except the eyes is now selected and then you can go to Image>Adjust>Gradient Map now in the drop down menu select the black and white icon and what u want to ..and there u go....
