But it works like this. You hit the plunger (the button to flush) and this lifts a seal at the bottom of the tank. The force of the water going through the tank forces what is already in the tank out. As the pressure weakens, it is no longer strong enough to push water out and so it fills the bowl. (this is why there is a wave in the pipe at the base of the toilet.)
As the water drains, the floater sinks. When the water is empty, the floater closes the seal again and hits a switch opening a valve. This lets water into the tank from the water line.
as the water rises, the floater rises too until it gets to the top at which time the floater closes the valve shutting off water.
Your toilet keeps running if the seal didn't close properly causing the water to drain just enough to keep the floater from getting high enough to shut off the drain.
