If you are talking about the embroidery stitches that are on most sewing machines, then yes you can use some of the more open stitches. You will have to practice and see what works.

But if you are talking about actual designs that are on memory cards or built into embroidery machines, then no you can't do them on paper. Those have to have fabric that can be put into the hoop that comes with the machine. And to put those onto a card, you could carefully cut around the edge of the design and then glue it to the card.

Anytime you sew on paper, your needle will get dull fast!

In a word no - you are better to embroider fabric and apply to a card backing, the card does not like that many holes in it, and will fail - thats why stamps can be torn - now try that with 100 holes per inch and the paper will rip along the line - only exception may be Tyvec but its not really paper
