A lot of times they are out dealing with crazy people that swear they have an emergency ... like calling the police because their neighbors motion sensor lights are too bright. A simple solution would be to close their curtains or blinds at night. Or mediating between two people that are breaking up and they can't be adult enough to let the other get their stuff and leave without a hassle. Or the neighborhood kids are playing outside and it's disturbing them on Saturday afternoon. Or someone calling every 20 minutes about the neighbors in apartment #4 dealing drugs or fighting ... Did I mention that apartment #4 is vacant because the old tenants couldn't deal with the crazy neighbor and her false accusations?
I kid you not! And the people that really have an emergency can't get through or the police response is delayed because they are dealing with crazy people that really should be hospitalized ... but mental healthcare is so bad that you can't commit them unless they hurt somebody. But that's a whole new can of worms.
