They get both or either or. It depends on how cheap the prom commitee is.

Sixties: bouffant hairdo or bubble. Or, for the prom, pulled back with cascade of curls in the back and bangs and a little ringlet action around the ears. Frosted pink lipstick. Eye shadow was popular in turquoise (scarey, huh?!!!) but put on ever so lightly.
