Sounds like FireFox is not getting enough memory allocated to it. Try ctrl alt delte, see what percentage the cpu is running at. I have had Norton Anti-virus running at 100%, which make the computer slow down. Make sure you cpu is running much lower than 100%.

Is it all the time or just occationally?

Because if it's occationally, it's probably that someone stuck a huge image in a page and then used HTML code to resize it.

If it's all the time... it could be several things:
There might be a setting in Windows to smooth scrolling in all programs
You don't have Mozilla's smooth scrolling turned on (neither do I and mine scrolls smoothly)
Not a high enough video card (it has ram too)
Your computer's busy doing something else
You could be using Internet Explorer inside of Mozilla - IE Lite and a few other extentions do this. IE's really bad for jumpy scrolling.

Update your video card's drivers... look into your "msconfig" settings to see if there's stuff you can cull... defrag your computer... restart your computer...

Windows does some very strange things... and imo does not work well with others... or itself some days.

There's a simple option in Firefox, Tools > Options, under Advanced to use "smooth scrolling".

You do not have the correct video card driver installed. Go to the manufactur's website and download the newest driver package.

this happens by using how IE "smooths" scrolling. To disable it, click on "equipment", then "information superhighway ideas". Hit the "better" tab and scroll down until eventually you spot "use comfortable scrolling", it is maximum likely checked. Uncheck it.
