1st Be dress Well. Work Casual. Then look at her periodically until she notices you. Then once she notices you make eye contact for a little longer than you normally would. The odds of her coming to say hi to you are slim. If she starts looking at you when your "not" looking at her or if she holds eye contact for 3seconds, go over and say, "Hi I am ____, and you are___" You'll do fine.
Or you can say, "I could help but noticing this lovely ____ you are wearing. She'll respond if not add, "where did you get it? My sister/female friend would probably like it.

Now firstly it depends how crowded the room is....
A glance from afar and a meaningful stare can be a start. (this would get my attention)
But for me I have to say a pair of blue jeans and a white shirt/t-shirt, but most of all he streatches up just enough for you to see the v that leads down ito the groin.

I tend to notice guys who are good at eye contact - when they hold your gaze just that extra few seconds with a look of appreciation on their face. I agree with several other responses, that a nice smile is a good attention-getter too.
