Get a tutor or take a class for the English part. Then try again. The PSAT is a preliminary , sort of a practice test. Next year take the SAT. Those scores are more important for scholarships. Our college never gives out a scholarship based on PSAT score, but perhaps some others do. Also, check out the colleges which you are considering attending. Some colleges prefer the ACT scores to SAT scores.

If you're talking about a National Merit Scholarship, probably not. However, if you're talking about getting a scholarship to the university of your choice, yes, there's a good chance you will still qualify. The PSAT is only one of many tests that can be used to determine scholarship qualification.

If you're talking about the National Merit Scholarship, they only look at your cumulative (that is, all three sections added up), and not each individual section, so don't worry about that too much. To get into the second round, I think you have to be in the top 5% of all scores.

Look at the website at nationalmerit.org (I think that's the website--try to google it just in case) for more information.
