Not voting does not encourage terrorism, but it does encourage politicians who exploit terrorism to take away your rights to do things like vote, because people who fear terrorism are more likely to vote.
I disagree with the statement that "By not voting, you have voted". That's not really true. Did the people who didn't vote in the 2004 presidential election vote to elect Bush or did they vote not to elect Kerry? I say they did neither.

I believe that if the majority or close to the majority of people in any country don't have enough civic pride to even take the time to cast a vote - any terrorist will see a divided enemy and it will embolden them.
