Get cheap black trash bags and cut them open so they're huge, then hang them on your walls. It will make the space darker and smaller. It will also make your spider webs show up better.
Hang a lot of streamer from wall-to-wall over the space of your rooms as well. You can hang streams in front of doorways from the top of the door frame to the floor. Purple or orange string lights are also cheap, but an easy decoration.

well if you put a lot of the cobwebs on the walls you can easily make it dingy um if you dont mind cleaning it old horror movies used chocolate syrup as fake blood though it might look cheesy you could go with carving a few pumpkins if you were willing too spend a bit of money you might be able too find fake dungeon wallpaper if you have newer looking lamps you could cover them with white sheets and make them look like ghosts

Cut some string into 4 foot lengths and tape them to the ceiling. You should have a very dim room for this. Just before the victim arrives you can hold a bowl of water up to the string and get it wet. When people walk in the wet, slimy string will brush across their foreheads and scare them!

You should put in more detail as to what you have at home. But Id say the simple and best homemade costume would be a robot made from boxes and paint. Or make a simple bug outfit from a bin liner :)

Dress up as something terribly evil, some vampyre with white eyes (glow-in-the-dark paint on a mask). Paint various parts of the outfit (prefferably a female outfit, find out why in a second..) with glow in the dark paint, and during the festivities, turn out all the lights. Then walk around to various men and tickle their chins, and dig 2 fingers into their neck as if you're biting them, cause they won't see in the dark. BUAHAHA! XD

Get a pumpkin, carve a pot leave in it, fill it with green paint, pour the paint out, and light a candle in it. It looks pretty cool. Get a bunch of Mad Monk Vodka, its definatly scary looking bottle. And turn a strobe light on, and give everyone shrooms

This is a little kid like but it's fun! Take some lolipops and put tissue over them and decorate them to look like a ghost.

You could get halloween colored construction paper and tape them into rings but connect them at the same time. Kinda like at christmas time! You could use the colors you want for your theme

I never liked the woman, but I do like Martha's Halloween magazine issue... They have all kinds of ideas on the site.
