No. He can't run or be VP. He's done his two terms. A US President can only serve two terms. He can't run as VP because if something happened to the President he would become President, and he's all ready fulfilled his obligation because he has all ready been elected twice.
"The President and Vice President serve a term of office of four years. The Twenty-second Amendment (which took effect in 1951) provides that no one may be elected to the office more than twice, and that no one may be elected President more than once who has held the office of (or acted as) President for more than two years of another's term."

The Constitution states that a president cannot serve more than 2 "consecutive" terms. There is some debate as to whether that means that after 8 years out of the White House, can Bill Clinton serve again....
As for running as VP on Hillary's ticket, he cannot. A law was passed after Kennedy, making it illegal to appoint a family member to a "paid" position in the administration. Hillary could appoint him as an unpaid chairman of an ad hoc committee or to the Supreme Court, etc.

He could be vice president but if anything ever happened to Hillary he could not succeed her because he's already served two full terms. The next person in line would be the speaker of the house. Their concern, from a political standpoint, is there is no way to guarantee then that person would be a democrat.

Yes he can, however, he cannot be from the same state. He will have to change his residence from New York. The Consitution does not permit the President and Vice-President nominee to be from the same state. Should he be elected, and assume the Presidency upon the death of Hillary, he cannot served more than two years. The President can only be elected twice, and cannot serve more than ten years.
BTW _ He cannot be UN Secretary General. The UN charter states that the Sec-Gen cannot be from a security council country.

If he became Hilary's running mate, and she lost her presidency due to unforseen circumstances, then I believe the vice president takes over. I don't know the speciic details of rules that prohibit former presidents to be able to be in office again.

The Constitution is ambiguous; it allows a citizen to be ELECTED President for two terms. Since Clinton wouldn't be ELECTED to the PRESIDENCY in this case, he could serve the rest of Hillary's term if she croaked. Of course, my interpretation is a Clintonesque "depends on what the meaning of the word 'is' is" interpretation, but it is valid nonetheless.

the law says that a person who is not qualified to be president can not be vice president and the law says that you can only serve 2 terms as president. In my opinion the legal interpretation is no he can't be on the ticket.

Yes he could run as Vice-President or run for President again. There is nothing in The Constitution to preclude him from doing so. The only restriction is that an individual can only hold the office of President for no more than 2 consecutive terms. This is not new, one of our Presidents was elected twice to the office with a gap between the two presidency's.
