i dont like it when it gets to penalty kicks because if a team was PLAYING BETTER during the actual game, its not fair if they lose on penalty kicks. like, theyre the ones who deserved to win. :)
i think PKs are kind of on skill sometimes on luck. :) but blocking PKs are hard apparently, even buffon has trouble with them sometimes! :) haha, i love buffon<3

Unless you think of any other way to decide a tie game, then yes it is a fair way. In any game there are winners and losers, and if time cannot decide, then you definitely need pk's cuz a game can't go on forever.
PK's rely on both skill and luck. For the kicker: skill in his/her ability to accurately and powerfully kick the ball into the goal, luck in choosing a side that the goalie won't defend.
For the goalie: luck in correctly guessing which way the kicker chooses, skill in being able to quickly launch his/her body to block or catch the ball.
P.S.: Since it appears that you don't favor pk's, then bear in mind that there used to be the golden goal option, but they said THAT wasnt fair and they canceled it.

Penalties are the fairest way. Who cares about what team had the most shots or who attacked more? It's only goals that count and both teams get 5 chances to score on penalties. If a team can't score in regulation time or extra time it's their problem. Should the NFL have a rule that in case of a tie, the team who had possession of the ball the longest gets the win?

there is certainly LOTS of skill in this area, especially for the goalie. There are certain goalies who seem to stop many, many kicks. There must be something that they see; it has to me MUCH more than luck.
As for whether it should be used, that is a different issue. Since goals can be hard to come by in soccer, in games where there HAS to be a winner, I think it is the best way to decide the game.

They are not a fair way. I think the game should continue, and allow one more sub for each extra overtime played. And after 5 overtimes subed players are allowed to come back in. PK's are not luck it all about reading the body and you can tell were the ball is going. I am 75 percent on saving and goalies I coach increase there save percent greatly. Just like you practice to take them you also practice to stop them.

I really don't like them.
I'd propose we replace them with corner kicks, maybe 30 seconds of time from when the corner is taken. Maybe also reduce number of defenders to increase the likelihood of a goal.
Anything that is a bit more related to the game than penalties.

I think there is some skill to penalty kicks but I don't think a game should be judged by them.But games can't go on forever,so I guess it's the only way.

I dont know if they are fair... I love them because of the tension they create... but everyone as their own opinions... but as far as skill, it takes TONS on both sides of the ball... Just look at any hi-lites from the career of Roberto Carlos to see what a PK master can do... Nice question tho, cuz im sure youll receive responses from many points of view!

i think so and sometimes its luck and sometimes its not like at a soccer game 2day i went 2 and a girl at practice she always kicks it ove the goal but 2day the coach decided to let her take it and she made it.... that was luck but u have to have to have practice to get it in there
