Since you are talking Best/Worst case, EVERY seat in the House of Representatives is up for election every 2 years. Therefore, in theory, the House could be 435-0 for either party. For the Senate, 33 seats are up for election. Of these 17 are currently held by Democrats, 15 by Republicans, and 1 by an Independent. If the Democrats win all 33 seats, the will have 60 seats. If the Republicans win all 33 seats, they will have 73.
My prediction is that the Republicans will maintain control of both the House and the Senate. I doubt the number of seats will change much.

Probably 5 Senate seats and 15 House seats. The Conservative base will still come out and vote, even if they aren't as energized as they should be. Democrats and the Leftist Media always over-emphasize anything negative to Conservatives and gloss over anything damaging to the Liberals. For example, everyone knows of the Foley disgrace, but how many of you know about the Harry Reid scandal? At any rate, remember when the MSM gleefully declared Kerry the winner based on exit polls? All the democrats have to do is win half of the toss ups in the house races. Republicans would have to win a strong majority of the toss up races in order to retain control of the house. It is unlikely.
So the house will probably go to the democrats.
In the senate democrats will gain at least four seats, and they have a shot at two more seats due to the republican in tennessee not fully funding a 911 program and in missouri Micheal J Fox is now running an advertisement in support of the democrat canidates position on stem cell research which could cure Fox of Parkinson's disease some year in the future.
I would give the republicans a 66% chance of retaining senate control.

Let me see **gazes into crystal ball** well repubs will lose most of the power. But strangely, i see the first piece of fried chicken to win a spot on the senate. The chicken will have a huge impact on congress, and end up bringing world peace. Wait I see more.... Sadly the fried chicken dies.. He will lock himself in his car and will eat himself death after being locked in for days.
