Compatibility. Some Puffers live best in brackish water and are best kept with other Brackish Water Fish such as Silver Needle Nose Gars, Archer Fish, Monos, Scats, White Tip Shark Cats, and the Fan Dancer Goby.

Other species of Puffer Fish live best in freshwater with very little salt and do best with fast swimming fish such as Barbs, Danios, Rainbow Fish, and Sharks.

Crabs, Crayfish and Shrimps are usually eaten by Puffers. So are not compatible to put in the tank with them.

I don't know how to make brackish water, I know its a mixture of fresh and saltwater but I don't know how much salt to add. Here is a site that has tons of info about the puffers though, http://www.splutphoto.com/pierre/puffer.htm
The first paragraph tells you about the water they need.
