I'm in the U.S. No, there is no Sate Law against it.
There are City Ordinances against it. Every City has there are municipal code.
.
Note: With the New Terrorists Laws. A person can have too big of Fireworks and become a Felony. Remember the old Cherry Bombs and M-80's?
Back years ago when they went kaboooom? Those will get you jail time.

Some of the fireworks could be for Dewali as its been celebrated today, the others that are going off will more than likely be from kids who think its so much fun to do that, yes it is illegal to set them off without permission before bonfire night and the police are supposed to be cracking down and doing spot fines for it from last year, wish they would come round our area and do a bit of that as we've been like firework alley for the last six weeks and boy is it going to be a hell of a lot worse this coming week, half term, enough said.

In the UK, only on November 5th in public. If you want to use them on say a birthday at your own home you are supposed to inform the police, the fire service, the life boat service and the coast guard.
Courtesy dictates you inform your neighbours (invite them, no problems then).

I know it's damn right irresponsible!! Those mindless yobs at firework displays let-of literally hundreds of fireworks and start a massive fire, and what do the public do to prevent this barbaric behaviour?...they just stand around gawping at their 'handy work'
AND to add insult to injury, some unscrupulous 'organisers' actually make you pay to watch their 'criminal activity'.
Serious point ALL fireworks should be BANNED from public sale.

It is if it's on private land, not in a public place, unless you have a local authority/police licence.
If it's any consolation, there was some talk recently about the govt. bringing in legislation so there could only public licensed displays.
