When you're rollerblading, it's nice to hear a warning sound when a bike is going to pass you, so I'll have to say yes. (It's actually the law where I live)

yes, just like a horn on a car, it is a moving vehicle and needs to have something to warn people when you are coming. especially if it happens to be me driving.... because you know what can happen.
