If Byrd becomes the President pro tempore of the Senate, then yes, he would become President. We should all knock on wood that this will never happen.

Right now it would be Ted Stevens ... he's the President pro Tempore of the Senate. Of course, a lot can change between now and January 2008.
Byrd is President pro tempore emeritus which is an honorary title given to the most senior member of the minority party in the United States Senate who has served as President pro tempore at some time in his or her career.

That would happen as long as Dems control the Senate, irregardless of which party controls the Presidency or the House Of Representatives.
However, it sounds to me like you are a Republican trying to scare voters into voting for Repubs. The liklihood of the Prez, VP and Speaker all dying is highly remote.

Not likely. Even on the extremely off chance the idea-free Democrats took control in 2008, Senator Byrd is almost 90 years old and will retire at the end of his term (if he doesn't die of old age before then).
