I'm actually a Firefox user (I highly suggest Firefox), but I'll walk you through this.
I'm pretty sure it's common that you can just go into your favourites / bookmarks, go into the edit / manage / customize option and export them into a file.

Ok, I was wrong.I just tried to do what I thought would work... wow, yet another reason to like Firefox. I can export my bookmarks in Firefox, and Firefox can copy IE's favourites over...
So...
Grab Firefox (it's only 5 MB, and you might like it), install it, let Firefox copy your bookmarks over.
Fire up Firefox, click on Bookmarks, Manage Bookmarks..., File, Export..., and let it save the file to your Desktop.
There... you have all your bookmarks / Favourites from IE in one file.
After you wipe your computer, try Firefox...
Blocks pop-ups, easy to use, easy to customize, more secure, faster, up to date... There are so many reasons to try Firefox.

I'm sure there are other ways, but they involve going into the guts of your computer's file structure...

Make a folder in MY DOCUMENTS NAMED FAVORITES.
Open Internet Explorer
If Menu Bar not on, right click on Command Bar and left click and turn on the Menu Bar.
On file menu select File.
Next select Import and Export.
Select Next.
Next select Export favorites.
Select Next.
Select the folder you made and save it to it then copy it to a CD or email it to your self and leave it on your ISP. After you reload windows program and Internet program then use your CD to import your favorites or get them from the email you sent your self.
TO RELOAD
Again on Command Menu
Select File
Select Import and Export
Select Next
Select Import Favorites
Select the file you saved and import it.
That's all

Insert your Windows XP Home Edition CD Rom and allow it to automatically run.
From the main menu that appears, click on Perform additional tasks.
Then click on Browse this CD on the second menu screen that appears.
This will take you to the root directory of your CD Rom drive, which is usually (D:).
Double click on the yellow VALUEADD folder until it opens up for you.
Then double click on the yellow MSFT folder until it opens up for you.
Then double click on the yellow NTBACKUP folder until it opens up for you.
You should now be at the D:\VALUEADD\MSFT\NTBACKUP directory location.
Now double click on the NTBACKUP.MSI file to begin the backup utility installation.
Then click on the Finish button to exit the Backup Utility Installation Wizard.
Then close the Windows XP Menu Screen and the My Computer directory window.
The Backup icon will be placed in the Start/Program/Accessories/System Tools folder.

When you format your hard drive you are not formatting the internet. Your favorites will stay there. To be on the safe side, save them to your Yahoo Bookmarks.

search for your favorites folder.
remember where it is, write it down.
save the file to a floppy disk or burn it to a CD.
after you format & reinstall Windows, copy the file back to the same location that it was.
