Panel lites will not come on, I checked the fuse and it was not broken. Warning lites will come on, but the cigarett lite and the speed, gasoline level, heat, etc. will not come on. Normally when I turn on the ignition the panel lites and head lites would come on automatically. Now, if I manually turn on the head lites, the fasten your seat belt, and warning defects lites will come on, but nothing else.

The signs you describe indicate the PROBABLE failure of a ground connection related to the instrument cluster.
here is no FAST or SIMPLE answer for this failure.
It is going to be a matter of disassembling the instrument cluster and dashboard and trace out the circuitry and repair the faulty connection.
It could be a broken circuit film (similar to a printed circuit board, only on a very heavy flexible film), or a broken wire, loose grounding connection screw, or even a loose or dirty gang plug at the cluster.
This will be a very expensive undertaking of you are going to pay a shop to repair. You will be paying for a great deal of time, as there is nothing in there that lights up like a neon sign to say "Her I am, I am the problem!".
