Just about anyone with an e-mail address gets spam, and sometimes a lot of it is phishers trying to rip people off: "I am Mr. Gupta Gupta of the Commerce Bank of Nairobi..." etc. ad nauseum. Do law enforcement agencies ever catch these people?

You bet we do. Truth is those Nigerian scams are so abundant and often from overseas prosecution is almost impossible in those cases. However, prolific American spammers are tracked and indictments have been handed down in accordance with recent federal legislation outlawing spam.

The Federal Trade Commission is the agency that handles spam inquires. If you wish to file a complaint please contact them.

I hear about raids at times.

Mostly, what will happen is they block the IP, domain and orgin of the e-mails, and go after the service provider.

Its rare that they are caught becuase most of those emails come from other countries
