I used to live in Austin, TX and some of what you are asking is true. However there are true homeless people who do not beg for money they would rather have food or a job then sit there with their hands out. There was one time I was on my way to work and I had seen this couple dressed up or should I say dressed down to look homeless but when they got enough money I had actually seen them take off these rags and get in a camaro and drive away.
There was one gentleman that I would always go to McDonalds and get him something to eat and he would sit there and cry just because he was able to get something to eat.
It is difficult to determine from the true homeless and the scam artists. Unless you have lived in their shoes (which I have) you could just give them food rather than money. Or offer them a job. The reason most can not get jobs is because they have no place to call home when filling out an application and no one will give them a chance. There are those who have been pushed through the governmental red tape and totally ignored that need psychiatric help and find themselves out on the street.
In my case it was an injury at work that caused me to not be able to work and I in turn lost my house. I was only homeless for a few months but I tell ya it was the worst few months of my life. I had no food, luckily I knew how to fish and start a camp fire.

I There are people who sell newspapers on the intersections and I will do business with them. Sometimes firefighters gather funds for charitable organizations and I will donate. However I have also seen people on the corners begging during the day and in other places in the evenings dressed to the nines and getting into their late model cars. Also, many of these people walk up and down the lanes, endangering themselves and other drivers. So I never donate to them. I have come across people who look very unkept in parking lots, in that situation I do not mind giving a person a few dollars, but I do not give those people begging on the highway corners anything.

Look, I would assume 98% are truly homeless and destitute. The safety net in this society has big holes in it, and people fall through the cracks. I see guys out there that look clearly like they're battling mental illness and don't look healthy at all. Nobody's taking care of them, or helping them take care of themselves. It won't hurt you to give someone 50 cents or $1 if you think he or she might truly need it to eat. Yes, for sure there are some folks begging to get money for drugs, and I don't give anything to people who give me a story that just sounds phony, but you can't generalize and take out that annoyance on the ones who really are suffering. I can't help everybody, and I can't help anybody very much, but I can try to be one of several people who will give a little bit to somebody who may truly be in need, and I just hope it helps.

Homeless people have big time problems. I used to work for a homeless shelter. They need counseling, clothes, people who care about them, help making decisions, ...everything. So lets open some more schools in Africa, buy/adopt babies for millions of dollars in donations, while the homeless are sleeping under the bushes with their mental illnesses. Sad, isn't it? Yes, they need help no matter where you see them.

Nearly one-third of people who are homeless have mental illnesses. With the appropriate treatment, care and support, they could live successful, productive lives in the community. Unfortunately, most people who are homeless lack access to the services they need.
People who are homeless are the poorest of the poor. Recent data indicate that the median monthly income for people who are homeless is $367, less than half the federal poverty level for a single adult. Decreases in the numbers of manufacturing and industrial jobs, combined with a decline in the real value of the minimum wage, have left significant numbers of people without livable incomes

There are lots of jobs out there and I'm sure they could be working. and so I don't feel sorry for them. If I had my lunch with me I would hand it over but not cash. And if I had a cell phone I would call the police and they wouldn't mind driving this person to a shelter for the homeless or the food bank for groceries. But I'm sure they would run if they saw the police. Cash I wouldn't give. They can work for their money as I do for mine.

I am from the Dallas, Texas area. The news media found that some of these corner beggars take in over $100,000.00 a year. People feel sorry for them and give them money. I tried to get a couple of them to do some light work for me and they refused.
