turn off the circuit breaker (kills the outlet). Open it up and inspect the wires...sounds like something is loose in the outlet.

First, unplug the vacuum. then try switching the breaker on again, using a stick & not your finger. If it will switch on, you probably have a short in the cleaner only. Try plugging something else into the outlet to see if it works.
If the breaker smokes & snaps again, you need to replace at least the breaker, and possibly the entire circuit. At this point it would be wise to call a licensed electrician.
Having twice put this much strain on the breaker, it might be wise to replace it, but make sure the circuit is sound before doing so.

I suggest you unplug the vacuum cleaner then flip your breaker. Sounds as if you might have a wiring problem with the vacuum cleaner. Chunk it and buy a new one.

replace it and power back on

Your vacuum was so powerful that it knocked the power out of your outlet so much that a fire could of started. You need to get a pro and let him check on it.
