The Gothic (throwback) period of history (Victorian era) was characterized by a fascination with death and mortality and the spooky side of life. Like Halloween on acid. Also, an interest in ceremonial magic, the occult, and Egyptian stuff.
Queen Victoria was in mourning for her husband, and there was fresh exploration in Egypt--there were mummy parties, artifacts being sent to England, stuff like that. Victorian jewelry was usually very death-oriented--it had lots of skulls, bones, skeletons, "Memento Mori", locks of hair from the deceased...very romanticized visions of death and the afterlife. Also, there were spooky stories about vampires and ghosts and spirit-y things--"Gothic" novels are very Anne Rice-y (the vampire stuff, not the Jesus book), with florid language and longing and demon lovers, things like that.
The clothes were fluffy and extravagant and covered the body pretty much completely. Victorians were very prudish about sexuality, so they were covered in layers of lace and satin, usually black (or dark colors.) Think Bram Stoker's Dracula or the "Call Me When You're Sober" video (though the clothes in there are a little more flesh-baring. A little.) Must have gloves, hats, stockings, maybe shawls, definitely capes and cloaks. Plus, they were very pale, since it wasn't hip to have a tan. They thought it made you look like a farmer or a common laborer. Carry a parasol!
As far as occult stuff--oh, yeah. Spiritualism, seances, Egyptian ceremonies. Ankhs, mummies, pharaohs, that whole bit. Magic, a huge interest in fairies and nature spirit types (I think that's where the striped stockings come from, since fairies often wear striped leggings.) A lot of people were dead or dying--there were yucky diseases and the vapors and consumption, all those fainting-type diseases. Corsets also made women kinda faint and short of breath.
Goth stuff is fun to look back at, but as a period in history, it kinda sucked. I'd hate to be that restrained, that confined in terms of clothes and behavior. Plus, all that black is HOT, too hot.

Any and all of the characters from the Nightmare before Christmas, and the Corpse bride. Their entire persona gives off a gothic vibe. The dark, mysterious, unique sort of vibe.

Black, red, or purple hair, a good combination of black and white colors, and long, or short, irregular looking gowns and dresses or women, and stiff, sophisticated (but dark like) outfits for men.
