Washington Mutual Bank hires employees at the age of 16 if you have previous employment experience with atleast an office or dealing with money. The process is rigorious though. 2 or 3 interviews and very strict professional dress code and no piercings policy. I was going to work there I am turning 18 in a couple months. But, taking off my piercings is not worth it.

Start off by getting six months to a year of cashier experience in a retail store that will give you experience with handling cash. Your high school counselor's office should be able to help you with part time or full time retail job leads that will help you get the experience that after graduation, a bank will see as qualifications for employment. Another suggestion is to go to your local community college and take an introductory course in banking... just one course on a Saturday or in the evening. That will show employers that you are serious about the industry. Unfortunately working with hundreds of thousands of dollars is not going to be your entry level starting point.

no one at 17 for a bank they wont let you open a checking account until 18 so why would they let you issue them

most banks require a high school diploma and im pretty sure you have to be 18. just walk in and ask them.
