That's a rather drastic step. Run adaware, spybot, and your virus checker to see if it helps. After that, if you're still having problems , tighten up your firewall. Then if your still having problems and want to do a complete reinstall of Windows, you'll have to reformat your harddrive and then reload all your programs after Windows is reinstalled. Note: the cpu is your processer. Windows is stored on your hard drive. Viruses/spyware etc are also on your hard drive or memory.

I like this program, Super FDISK.
http://www.download.com/Super-Fdisk/3000-2248_4-10287081.html?tag=lst-0-1
Download it, make a bootable cd then restart your computer, choose the option to securely delete the partition, then recreat an NTFS partition and run your Windows XP setup disc. Good luck!

If you don't have virus software go here: http://free.grisoft.com/doc/avg-anti-virus-free/lng/us/tpl/v5 this software can heal your computer of viruses.
Spyware could be the problem so go here too: http://free.grisoft.com/doc/avg-anti-spyware-free/lng/us/tpl/v5
If none of this works and you do need to wipe the computer go here:
http://www.fujitsu-siemens.co.uk/rl/servicesupport/techsupport/software/windows/XP_Rebuild.htm
This page will show you how to wipe everything off the PC on Xp.
good luck
