yes, in the first months after conception, all embryos (regardless of sex) have the same sexual appearance. At about 3 months hormones cause the sex organs to differentiate. In the presence of testosterone, male organs form and in the abscence of testosterone female organs form.

The father determines the sex of the baby as in x and y chromosones. The reproductive system grows and when it is ready, depending on the chromosones the baby has, a girl the ovaries grows and the eggs that she will have for the rest of her life are formed or for boys, they drop..

So, I wouldn't call them ovaries, but yes, when you have a little boy, it is not uncommon for his testicles to not be "visable." Sometimes it takes, I think my doctor said, 2 or 3 years for them to drop. Keep in mind I did say think.

Kind of, you see in the womb we all start off as female, and at a certain point, mens bits start to develop as an extra due to genetic release of hormones. Sorry to dumb down so much, but check out a good biology site to validate.

Yes. Sometimes they don't drop properly; it's referred to as an undescended testicle, and is surgically corrected at around age 10 or so. (Had one myself, actually...)
