1959. Bear in mind that SETI is actually a generic acronym for any work towards a Search for Extra-Terrestrial Intelligence. So the first modern SETI effort started in 1959 when physicists Giuseppe Cocconi and Philip Morrison published a paper exploring what microwave frequencies would be best suited for interstellar communications.

If you mean the SETI@home project, it was started as a distributed computation project in May 1999.
