Depends on the shade of blue your eyes are...
Mine are a darker blue. For me, gold, brown, black, dark plum, white, pink, copper and olive green (not together!) seem to work best to make them stand out.
If your eyes are really light or are kind of blue-green, then the grays and the dark blues would work well too (makes mine fade into the background tho). Light blue shadow doesn't work too well on anyone with blue eyes, leave that to other girls.

Anything with orange undertones will make blue eyes stand out. You could try a shimmery gold.

Silver or gray
Or blue eyes look good with smokey black shadow and black eyeliner surrounding the eyes.

Browns, Gold, Copper, some purples. I've also found that when I use black liner with pink shadow they really stand out.
