The Choir, Amelie, A Very Long Engagement, The Triplettes of Belleville, Delicatessen, The Piano Teacher, and Cache.

If you're interested in good foreign films in general, I've got a few more up my sleeve from Spain, Brazil, and Norway (or some cold country like that, lol).

The Triplettes of Belleville is a cartoon, but it's incredible.
Delicatessen is similar to Amelie in that it's very colorful and quirky.
A Very Long Engagement is by the same people who did Amelie (I think), and it's just a sweet love story.
The Piano Teacher and Cache are slow and deliberate movies by the same director. You get sucked in simply through observation, and then you get hit with this HUGE moment to where you feel like you've been sucker punched. They're awesome.

I watched a lovely french film called "Les Choristes" or The Choir. It was a very touching story, with the convinence of subtitles.
