If you cannot recover your files because windows will not start, try to use a Live Linux to burn your files to CD or transfer them to another hard drive. It will run from RAm as long as you have 256MB+ of RAM. It does not need to install to the hard drive.
Go to the forum of the linux you select and ask how to access the windows files. It is fairly easy but a little different for each. Live Linux, unlike the larger distros, can operate, read, and edit NTFS and FAT32 partitions allowing them to reside within a windows folder if you decide to install tham to a hard drive.
I like and use Puppy Linux. It is only a 70mb± download and burns to a CD or DVD. I would recommend the Multi-session Puppy. Not only will itrun from RAM but will burn any changes to the CD\DVD is resides on.

Good luck.
