Fumbling words, saying the same things over and over, that s*it-eating grin, talking to the public like they are all little children. Surely these are clear signs of some serious disorder.

I believe he is just nervous and anxious. His brother Jeb was suppose to run for president but he didn't get to because George beat him to it. I believe that George was jealous due to the fact that he thought his father favored Jeb. So to get Daddy's attention he needed to follow his father's footsteps.
I wonder what his father says about his performance. He's probably embarrassed, but how can you say that about your son that's acting president? The press would have a field day.
Another reason that George may have these strange behaviors is because he used to do drugs. It may be that it has damaged his brain.

I just think he's terrible at public speaking. No neurological disease, he just isn't a great public speaker. People who are terrible at public speaking usually repeat themselves, talk down to their audience, and fumble with wording. He seems much more confident when he isn't doing public speaking.

Well you are half right. What you describe are things of which you are frightened, and thus take note of. The critical nature of the observation is typical of the Liberal-Type Personality, and springs from a core fear of ones Yang energy nature of ones MIND realm.
It is not that which you note of which you are fearful, however, these are merely what your MIND allows your brain to focus upon. What you non-consciously fear is the lack of fear within the MIND of President Bush. In other words, his openness to the core Yang energy within himself is frightening to your MIND because your MIND never knows when he might expose his core energy... and your MIND is tasked with preventing you from being exposed to it.
So, your MIND helps you by converting your fear into hate which is then projected toward President Bush with accompanying thoughts which help you rationalize your hateful focus by making things about President Bush "responsible" for your hateful comments.
Additionally, another indicator of the LTP is that when focusing on that which is fearful to the MIND of the LTP, the LTP commonly resorts to vulgarity, or personal attacks, indicating the intensity of the fear being repressed within the MIND of LTP. Of course this fear is non-conscious to the LTP, and his/her Scotoma prevents him/her from owning the obvious telltale symptoms. which his/her MIND will rationalize in delusional thoughts automatically.
Pretty basic stuff really, as relates to the typical Liberal-Type Personality.
