Did you ever consider taking a night course in blueprint reading from a local tech high school?

Buying is expensive, go to your local library and rent the books. You can look them up in the index cards under "architectual"..Getting your license will require more than just reading blueprints. I suggest you rent several books on concrete structural designs, steel construction, foundations, etc.
