All you need to do is setup VPN on the systems you want to network across the internet. Read up on it in your help menu. It will tell you everything you need to know. You can also use a VNC program if you want to go as far as control the other PC desktops. I use a program called RealVNC to do this. Works great and its free! No malware either! Been using it for years!

There are a variety of products for this.

They fall into the general category of "Remote Access Applications"

Some cost lots of money, some are probably free.

If Security is a big concern, be sure to take that into consideration.

Go to my PC is fairly well known.

It has a monthly cost.

PC Anywhere is a competitor which we have used in the past.

Laplink is another.

Microsoft Windows XP Professional includes two remote control tools called Remote Desktop and Remote Assistance which can also do this.

Large companies often use applications such as Citrix / Winserver.

first, the other pc has to allow you access....
like making a phone call, the other end has to pick up

and it depends on what kinda access you want.
if you want to transfer files on a small scale,
just use your im client,
if its large scale
look into setting up a VPN ( virtual private Network)

if it is for games, I think there is a program called kali

if it is without the consent of the other computer, then you are out of luck.

MSN Messenger (now Windows Live Messenger) has a Remote Desktop Sharing where you can control another person's computer from your own if they consent. It's very useful for me helping out my mother with computer problems since she lives 9 hours away. It lets you control her mouse and keyboard, everything. Hope this helps.
