I like to go thrift store shopping or a second hand store (Plato's Closet rocks) and just either remaking an old woman dress look hot ( i cut it or just change a few things on it)or finding a treasure. Use your imagination. Just match things you wouldn't normally see.
See if you have a Plato's near by if your not the creative type.
They are really cheap and have newer things.

Forever 21 has some really cute and cool dresses for any occasion and unbeatable prices! No on will ever know you only spent like $25 on a dress from there! Also -accessorize!!! (Which they also have for like next to nothing prices) Then - get some awesome shoes, a cute bag, and you're done! Good to go.

Borrow from a close friend. Tell her you can use one of your things sometime in the future.
