Does anyone know the Html code that keeps your content fixed no matter what text size, OS, web browser, etc. the viewer that is viewing your website is using?

HTML alone won't help you to make your content stay fixed. Use CSS. In CSS specify everything like, table width or width of a div box or font sizes, margins, padding etc in pixels. That way you would be 99% of the times assured that your relative distances between elements remain same in all the browsers (or at least those that support css).

The browser determines how big to render text based on settings. You cannot control this in html or css. If you set font-size to pixels it will prevent scaling in IE6 or below on Windows however.

You can describe object placement in terms of pixels. This won't change its position on any OS, but it might make the page look different if the rendering font changes is size/shape.

The best way to make your page scalable is to make your placements relative to your font size.
