i need to repair a leak on my line that is on my neighbors land,while digging i have found he has been waterting his yard with my line.can i fix it and cut him off?

What side of the water meter is this theft going on from? Likewise what side of the meter is the leak? Repair may not be your problem nor the theft of water!

Does a utility supply the water to you or do you have a well?
If you have water service from a utility call them.
If you use well water cap and reroute the line off his land.

not without his permission because its on his property, unless you get the county involved. just ask him about it im sure hes sorry and will let you fix it.
