It depends on what your definition of cruelty to animals is. My definition is to cause harm. Besides the normal type of cruelty that you may think of such as beating and neglect, there are many other types. For instance, I wrote my entire senior research paper on horse abuse because of the entertainment industry. Most of the topics were not considered actual illegal abuse, such as harsh bits in the mouths that would make the horses bleed.
Another instance in Mexico is called horse tripping. This is where they make a horse run, in a rodeo, and intentially trip him for entertainment. Some people cut or chemically disable muscles in tails and ears of horses that people show so that they do not swish their tails and keep their ears up to make them look happier. Another type of medical "fix" is for racehorses who hurt their legs. They place a hot needle like thing into the horse's injured leg in many places to supposedly increase the blood flow to the injured part. Then they will place a blistering agent on the outside of the leg for the same reason. There is no medical reasons to back this up, but they still use these practices. Yet another reason of abuse, not related to entertainment, but instead people health is called PMU. It is a hormone found in pregnate mares' urine (PMU) that is used in a medication for humans. These mares (female horses) are kept in small stalls tied short so they cannot move. They are all pregnate and kept on a monitored amount of water- too little. Their water intake is very low so that the concentration of the hormone in the urine is greater. The urine is collected by contraptions held by harnesses that cause sores. These mares are not taken care of. When they have their foals, the foals are often sent to auction or worse. There are agencies out there trying to save these animals. There are also horses that are bred for the strict purpose of raising another horse's foal. These are typically for performance horses (race horses). A cheaper, "dispensible" horse is bred to have milk to raise another more expensive horse's foal. The cheap foal is often discarded.
I do not have exact links, as this paper was written quite a few years ago. I would search the internet for phrases such as: PMU, horse tripping, tail & ear blocking, and blistering & pinfiring. These are all inhumane and should be illegal, but many are not. I don't know if this really gives you an answer to your question, but I hope it opens your mind.

Yes, it is illegal. And it should be illegal. Homework on cruelty to animals?! Weird. Check out the shows on Animal planet that are like "Cops" but with animals instead. They show how cruel people can be to animals, and the police make them pay for it. To me, if you can't or don't want to take care of an animal, don't get one. Period.

Animal cruelty is illegal in all states in the United States, but each state has its own definition of what "cruelty" means. Also, not everybody is treated equally. Companies that test products or drugs on animals are, in my opinion, very cruel to animals, but what they do isn't considered illegal as long as they're licensed to do it, because it's considered "science." Animal neglect is also illegal, but again, the definition of "neglect" is different in each state.

yes its illegal, because its inhumane but right now i think the only the US has that law because on other countries it doesnt really apply unless its the wild ones. Also anyone caught hurting animal would be in jail same as abusing a person
