The first day of winter is the day I need scarf and gloves.
Midwinter is fixed by the stars, around 21 December is the shortest day varying by a day or so each year because of the leap year thingy.
The northern parts have a longer winter than in the south say Cornwall. If you are desperate to get the right answer weatherwise then post the question in gardening, they will tell you when the first and last days are for heavy frosts.

The first day of winter is when the scarves & gloves come out. Like "summer solstice", there is also a "winter solstice" (22 June & 22 December respectively), but these are known as the mid season days of summer & winter, so I guess if you reached the mid point & worked back, you'd know when the season started.

Next weekend the clocks go back so I would suppose that winter kinda starts then! It usually happens on the last Saturday night of October. There isn't a name for the first day of winter apart from Glum, Gloomy and miserable! Mind you, when the frosts come and the air is crisp and clean there is nothing on earth to beat it!
