I believe that the most births occur during the last half to the last quarter of the year. So I am guessing the least amount of births are in the first half of the year. I have not been able to find any information on narrowing it down to a specific date. This is a very interesting question!

I think that this is a trick question. I would guess February 29, since technically that day does not occur every year. Only during leap years.
