Log onto the computer as an ADMIN and not as a restricted user to get access to CTRL ALT DELETE and changing the homepage, etc.

Did you set up your comptuer yourself? Did you set an administrator password by any chance? if not,t he administrator password might be blank, so go into the control pannel, and under user accounts, make siure teh administrator account is activly there, and log out of your computer and back on with administrator.

Go to "Tools," "Internet Options" and input the URL for the home page you want to use. I'm not sure why you are getting the Task Manager message, but it's possible that a virus has taken over control of your computer. Be sure to scan with a good antivirus program and to keep the program updated.

Someone else has administrator rights on your comp. You must know who this is or you are going to have to call Microsoft and they can reset for you. If you are not actually the system admin. then don't bother calling cause they will ask you questions which you may not know.
