If you stand outside when the sun comes up each morning you will notice that the sun comes up in the east and never in the west.
So the earth is rotating towards the east.
The correct answer is "west to east", although this is not the phrase I would use as it is ambigious.

Think about it. The sun rises in the east therefore the Earth is rotating toward the sun, ie the east.
