It depends on the kid & parents. I have some very close friends who got their daughter a cell phone when she was like 11, she's 13 now. The reason they got it for her was because they both work atleast 30-35 minutes from home & her school, so if there was ever a problem then they wanted to know that she could get ahold of them, and vice versa. I don't think it's unreasonable for young kids to have cell phones, like Verizon has the LG Migo which only has room for 4 phone numbers, plus 911. You can't dial with it, the numbers have to be programmed. I can see why in todays world parents would want the possibility of phone to phone contact when they're not together.
Ultimitely it's going to come down to how mature your friends is. One thing's FOR SURE - if she has a fit or gets very mad/upset when her parents tell her No, then she won't be getting a phone anytime soon. That's a sure sign of immaturity.

If your friend is responsible young adult, it's best to get a cellphone soon. A cellphone isn't just to say, "I have a cellphone" It's for family emergencies or to call friends. As you get older, your more active, your parents are worrying about you. For your friend and her parent's sake, a cellphone is the best technology yet. You guys can communicate so if your friend needs to be picked up, your parents could be notified. The average age for a young adult to get a phone is aroudn 10-15. The appropriate age is between 13-16.

if she's always out and about, then it's good to have a cell phone just so the parents and kids can always get in touch with each other.
But if she's mostly just as friends' houses and stuff, she doesn't need one.
I got mine at 14, towards the end of 8th grade.
Get a simple $20 little pre-paid phone. She can text and do pics and stuff like she wants, and the parents can stay in contact with her. And it won't cost an arm and a leg.
I'd say I didn't really need one until I was 14--a Freshman in high school. But I wansn't that social. But it sounds like your friend would have a use for one now.
Then again, there are always pay phones--oh, how Americans have fogotten about those! haha.

A young adult should get a cellphone when they have a car and have a job. Even though I'm not a mother yet, I would not feel comfortable sending any young adult out on the road without a cellphone to call for help if the car broke down. I didn't get my own cellphone until I was 18 and could get one for myself. (You have to be 18 to sign a contract). But they need cellphones of their own when they can pay for it for themselves. 14 years old? Why does she need a cellphone? I'd tell her to use the land line.

In my view she needs to have a cell phone now .our society has gotten seriously scary! at least with a cellphone she could call for help if needed as well a family would know her where abouts.if parents are worried about cost they can adjust that.I am a grandmother and both my grandsons have cell phones 13, 15

I don't think it really matters at what age anyone should get a cell phone. As long as you think that person is responsible to handle it, then they should get one. Everyone is different, and you can't really depend on the "majority's" age differences. It should be how the individual acts regardless of how old they are.

Now days cellphone is not a luxury, is a necessity, I believe is better when the teen start to work to have his or her on cell it will give them responsibility to pay their bills.
