because they have already spent a long time speaking a different language and starting a new one this far along would be more difficult if it had been when they were younger....

Because they are past the critical age for learning language. In the 20s, people lose their ability to learn language like they were able to when they were younger. It has to do with the language centers in the brain in the temporal lobe. It is not impossible, but just becomes more difficult.

because once your an adult your brain has stoped developing so it is very hard to learn new skills, that is why for average people education stops at 22...or 23, it depends how long your course is.
