It is not legal for any teacher in any school system to spank or strike a student. There are two things you could do. First, call the police and complain. Second, tell your parents. They can confront the teacher. However, he is where you risk a problem. If you parents agree with your teacher, they may spank you on top of all of that.
Many years ago, a friend of mine had a son who was a real obnoxious brat. He gave the kid two or three firm smacks on his backside. The ran upstairs and called 911. The cop who came over took the boy and confronted the father. After the father told the cop the kid was cursing up a storm and threw something at his mother, the cop told the kid he was lucky the cop wasn't his father. He said if he were his father, once the cop left he would take off his belt and spend the next twenty minutes giving him the whipping of his life.
If anyone else witnessed what happened and would be willing to testify, I would call the police.

Maybe it was alright for corporal punishment 40 years ago. But in today's politically correct society it is certainly not proper. We used to get spanked with either a belt or a good backhander but not with a shoe. Bring it to your parents attention and the principles also.

It should be legal.
You kids have it easy...we got spanked at schools with a paddle that had holes drilled in it so you could hear the whisle just before impact and then get spanked at home when the parents got the call from school.

This behavior from a teacher is not only out of line ,,,, it is totally illegal ,,,,You need to tell your parents immediately,,,,, She needs to be reported not only to the Dean or principal but also to the civil authorities ,,,,I don't know how old you are but age doesn't matter in this situation ,,,,,Charges should be leveled against her for child abuse ,,,,, If this is something she or any other teacher practices in your school then report it immediately ,,,,and with out fail ,,,, If you were my child and I leaned of something like this ,,,,, I would not only see to it that this person lost her job but was drummed out of the entire educational system as quick as I could ,,,,,

if this is true y havent u talked to ur parents or th school principal cuase it isnt leagal its like abuse an i dont think the schoool can even spank kids anymore . well at least they dont here where i live .
