The that "NECESSITY HA NO LAW" is applied to this statement though the order of the sentence is shuffled.This the result of poverty.In a situation that the bread winner of the family is unable to bear the burden of the cost of living, his children are compelled to go for work at the time they should study.This is unavoidable when the poverty line strikes below the belt of the poor masses.As human beings, parents will never bear the pain of labouring their prematured children cutting of their education.It is the poverty or becoming the victim of shouldering family responsibilities compelled to child labour.This a pathetic condition where the innocent children concerned.The mistake of social system.

Lets take you as an example. If you had children, and you earn $500 a month, out of which you pay ur rent, etc etc . You dont have enough money to eat. Then you send out your kids to mow neighbors lawn, or let them work in a convinient store. Thats what the statement means.
