try pressing the menu button and the play button at the exact same time and hold them for a while. That happened to mine and it restarted. Hope this helps!

I recently had this problem with my iPod, although mine also have a small image of an iPod with a kind of cross-eyed face on it. Problems like this often occur when using Apple products (iPods) with Windows PCs.

Both these things mean that the iPod needs to be i) recharged or ii) reset. If recharging it doesn't work, try the 5 Rs;

Reset
Retry
Restart
Reinstall
Restore

If that doesn't work, take it to an Apple store where they can tell you what exactly is wrong with it and fix/replace it (if it's still under warranty).

When I took mine in it miraculously started working as soon as I set it on the Genius bar! Crazyness! Good luck!

Yes press the middle button and play at the same time this will restart the Pod! also when you connect your ipod to itunes 7.1 it has option for restart and reset but this is overkill
Good Luck!!
