Can tell you a round about way - put it in a powerpoint presentation, click on the image properties, and in effects, select washout. Then, right click on the image and select "save as image", give it a name and save - HEY PRESTO

Decrease the contrast and/or increase the brightness. You can do this in any picture editing software.

i have done this with a watermark function, i think in word.
