I guess it means your cool, period! It could means your an easy person to get along with. Why don't you ask the person who said it to you, and you might get an honest answer.

In your case, I would assume it just means it is cold outside and you don't have a jacket on. Could also mean someone from a club of people who can't spell really like the way you strut your stuff.

they think you are agreeable to them and maybe they think you are agreeable to others.
it is usually a compliment and rarely a jibe but sometimes used as help to a con. when you did or agreed to what they wanted.

it depends on if they are being sarcastic being coll can mean being dumb or it can mean you do something that other people like and think it's great
