Nearby is made up of two terms near and by.
Near simply enough is an adjective meaning close as apposed to far.
By is preposition indicating proximity.
The house is by the river. The house is in proximately to the river.
The house is near the river. The house is close to the river.
The result is:
The house is nearby the river. The adjective nearby shows proximately and relative distance.
Try figuring out next to. If a man is next to a woman,
is he next or to, however that is a question not an answer:)

I'd say it depends on the context. If nearby was being used in the implied context of someone walking, to me that would mean just a few minutes walking distance.

If nearby was being used in the context of driving, that would probably mean just a few minutes as well, but because you are in a car, the distance would be much greater.

I guess it depends!
