I'm not certain of your question, but I think you have a brillant idea.
All terrorists should go on *strike* until clerics are able to straighten out the apparent contradiction between the peaceful nature of the Muslim faith, and the misuse of the theology of attacking so called 'oppressors'. (Else, by rights, the Middle East should be attacking itself for the oppressive nature of it's politics).
